Lightfoot's preliminary report revealed that Dolton's general fund balance plunged from a surplus of $5.61 million in 2022 to a deficit of $3.65 million by May 2024. The report also disclosed that Henyard used the village credit card for personal purchases at various retailers, including a $33,000 Amazon expenditure on January 5, 2023.

Despite the allegations, Henyard proclaimed at the meeting that she had "cleaned up" the town. She also announced the appointment of a new village attorney and village administrator, despite an existing village administrator. However, former village trustee Valeria Stubbs asserted that these appointments were illegal due to the lack of a quorum.

The conflict over Tuesday's meeting coincided with a binding opinion from Illinois Attorney General Kwame Raoul that Dolton repeatedly violated the Open Meetings Act this summer. Raoul found that Henyard and the village board failed to make their June 3 and July 1 meetings accessible and open to the public.
