According to authorities, Kessler broke into the local campaign building in Ashburn just after 8:10 p.m., forcing his way through a back door. Investigators said Kessler spent a "brief period" of time inside the building before leaving.

A sheriff's news release stated that Kessler "appears to have left nothing behind, and it is still unclear what, if anything, he took with him." The building also serves as the headquarters of the Virginia 10th District Republican Committee.

Kessler, who has a California driver's license, has a history of criminal behavior and is believed to have been in the Washington metropolitan area since at least 2018. Court records show that a man named Toby Shane Kessler was charged with second-degree assault in Maryland in 2019. He was also charged with disturbing the peace, disorderly conduct, and failure to obey a lawful order. Kessler was arrested on July 24 and posted a $500 bond.
